We appreciate the contributions many of you have been able to make towards repairing the storm damage and keeping a roof over our heads. I've had this problem for years with SDIO and finally took the time to seek and answer. Like an old scab I had to scratch it..
I've disabled signed drivers in Windows 10 (yes, I have the extended plan). Yet the error remains. I've attached screen shots and error logs.
logs report error code 259 (0x103) which is "No drivers found for device"
No devices match the supplied driver or the target device is already using a better or newer driver than the driver specified for installation.

looking at your screen shot I would say that's a reasonable assessment. The one marked as "Already installed" is the best out of the list.
I deleted the portable install and installed 1.8. The error has disappeared.
